The body is fixed to a loading frame of a vehicle. The guide frame is inserted into the body to be lifted and is elastically supported by a high elastic spring (20). The locker is coupled to the inside of the guide frame to be rotated and has a spring groove (51) in which a low elastic spring is inserted. The operation pin simultaneously penetrates through a pin hole (31) formed on one side of the guide frame, a pin guide hole (53) of the locker, and a pin hole formed on the other side of the guide frame, and portions thereof protrude from the pin holes of the guide frame.
