The rotation of the operation levers 4, 5 turns the breaking rings 6, 7 through the connecting members 20, 21, but even if the operation levers 4, 5 are released at an optional position, the breaking rings 6, 7 are held at the position by the frictional force of the breaking rings 6, 7 to the peripheral surface of the fixing and supporting cylinder 1.

By activating the transfer means, the engaging of the detent pawl (13) with the detent segment (12) is released. In order to form a pivot bearing, there is a shaft to which a holder (7) for the transfer element and the hand brake lever (2) can be fixed in different rotation positions. Alternatively, or in addition, the transfer means effects a linear movement of the detent pawl (13).
