PURPOSE:To monitor the normality of the operation of the device with simple constitution by comparing a detection signal of a frame pulse of a picture signal with a pseudo frame pulse frequency-dividing the detection signal of a specific code of a coded signal and formed into a nearly constant period to decide the operation of the coding and decoding device from the result of comparison. CONSTITUTION:When one frame is formed by 525 lines of scanning lines and a specific code is inserted at each scanning line, the specific code is detected by a detection circuit, and when the detection signal of the specific code is frequency-divided into 1/525 by a frequency division circuit 6, a pseudo frame pulse nearly coincident with the period of the detection signal of the frame pulse is formed. A monitoring circuit 7 compares the detection signal of the frame pulse with the said pseudo frame pulse and the relation of phase within a prescribed range is maintained, then it is decided that the coder 1 is operated normally and when the period of the said pseudo frame pulse differs from a prescribed range from the period of the detection signal of the frame pulse, it is decided that the coder 1 is failed and an alarm is raised.

A device 1 for operating a motor vehicle’s accelerator and brake, comprising lever 2 connected to frame 3, and two mechanisms which are connected to the vehicle’s brake and accelerator pedals respectively. The brake activates when lever 2 moves forwards, and the accelerator activates when lever 2 moves backwards. Frame 3 has at least one fixing point 5, 6 to a side of the vehicle. Frame 3 may have two fixing points 5, 6 to the side of the vehicle, oriented horizontally and vertically respectively; and at least one fixing point to the seat rails. The accelerator-operating mechanism may have a strut 13 joined to frame 3, the accelerator pedal via strut 12, and lower portion 9 of lever 2 via roller 16. The brake-operating mechanism may be joined to lever 2 above portion 9 via strut 11, and can extend when lever 2 moves backwards.
