PROBLEM TO BE SOLVED: To finish a surface of water-permeable concrete finely without causing aggregates to remove by applying a retarder to a mixed material after it is cast and compacted, and subsequently performing the washing finish of cement paste on the surface of the concrete after applying a larger amount of a set accelerating agent than the application amount of the retarder. SOLUTION: The setting and hardening of cement paste 2 only on a surface of water-permeable concrete are retarded by the retarding action of a retarder 4, and high strength in the interior of the concrete can be created in a remarkably short period of time by the action of a set accelerating agent 5. Accordingly, at the time of the subsequent washing finish of the concrete, the washing finish of only the cement paste 2 on the surface of the concrete can be easily performed without causing aggregates 1 to remove. Further, this washing finish can be performed at an early stage after application of the set accelerating agent 5 and, therefore, execution work time can be shortened greatly as a whole. Furthermore, since this washing finish can be performed even after the lapse of sufficient time, work efficiency can also be improved if a work schedule is efficiently rearranged. Erfindungsgemäß wird vorgeschlagen, an Stelle oder ergänzend zu einem derartigen Erstarrungsverzögerer die Oberfläche des noch frischen Betons mit einem kryogenen Medium, beispielsweise Trockeneis oder flüssiger Stickstoff, zu beaufschlagen. Durch die Kältewirkung beim Kontakt mit dem kryogenen Medium wird das Abbinden des Frischbetons im Oberflächenbereich in ähnlicher Weise wie beim Einsatz eines üblichen Erstarrungsverzögerers gehemmt; der Einsatz von konventionellen Erstarrungsverzögerern kann so reduziert werden oder sogar vollständig unterbleiben. Nach der Kältebehandlung verdampft oder sublimiert das kryogene Kältemittel rückstandsfrei, eine aufwändige Entsorgung ist nicht erforderlich.
