The armrest includes a rotary damper 30 which has a damper function for delaying a forward rotary operation and a lock function for suppressing the rotary operation when the impact load being equal to or more than the prescribed amount is added. Thus, the armrest is rotated at a low speed, stopped at a terminal point without causing an impact and set in a usage state.
