So as to regulate the ratio to a value within a definite range determined in relation to a liquid temp. in an aeration tank 3 considering that the growth speed of microorganism is governed by temp, a valve 30 is controlled by a disposing sludge control system 29 and a disposing sludge amount is regulated. The range is determined between y= 0.009t- 0.05 and y=0.013t-0.05 (y is an amount per a day) when the liquid temp of the aeration tank 3 is t°C. By this method, the required air amount is reduced and energy consumption is saved.
