A second locking ring is fitted to an external groove on the exposed forward end of the post to retain the outer disk on the inner disk. A center ornamental portion cut from an original fixed wheel center cap is cut from the fixed center cap, and attached to the outer disk converting the fixed center cap to a floating center cap.
