If rainwater collected in the second water collecting tank flows, a second measuring cup(23) measures the rainwater as much as the second capacity of the second measuring cup. A second signal controlling module electrically controls the second measuring cup and further measures the rainwater. A second draining hole(25) drains water from the second measuring cup.
