PURPOSE:To make possible the detection of all the position data of a moving object and achieve higher maintenance characteristic and economy by providing a phased array scan antenna on the satellite. CONSTITUTION:The azimuth and elevation angle of the position of a moving object 2 viewed from a spin satellite 4 and their fluctuation amounts are obtained from the angle of the satellite 4 to a reference direction 9 with respect to the celestial body 8. For this purpose, a phased array scan antenna 10 is mounted to the satellite 4 and the transmission radio wave of the moving object 2 are swepted by making use of the directivity of said antenna, whereby the direction having a maximum gain is obtained. By detecting the angle of the satellite from the reference direction 9, the azimuth 15 and vertical angle 16 to the moving object 2 are detected. In this way, all the position data of the position, moving direction and speed of the moving object 2 may be detected on the satellite 4.

PURPOSE:To improve the quality of data transmission by constituting a fixed station with a central fixed station and plural fixed stations which are remote-controlled by this fixed station and by controlling frequencies assigned to plural fixed stations and so on from the central fixed station. CONSTITUTION:Plural distributed fixed stations X1-X3 and Y1-Y3 are remote- controlled by central fixed station A0. The quality of receiving data from mobile stations a1-a4 which is previously measured for each of service areas A-W is stored in central fixed station A0. In case of transmission from fixed station A0 to mobile stations, station A0 determines designation of a distributed fixed station and the assigned frequency on the basis of the storage contents above so that they may be optimum, and station A0 remote-controls distributed fixed stations. Since central fixed station A0 controls assigned frequencies and so on of plural distributed fixed stations, following switching to an optimum frequency can be performed smoothly, so that the quality of data transmission can be improved.
