The output voltage of the amplifier 10 and the reference voltage of a reference power source 11 are compared and amplified by means of a comparing amplifier 12, and the output is inputted to an alarm circuit 13. When the surface of the mirror 5' becomes dirty, the output voltage of the amplifier 10 exceeds the reference voltage of the reference power source 11 and the output voltage of the comparing amplifier 12 rises because the scattered light 8 increases and the output voltage of the light detector 9 rises. Thus, the alarm circuit 13 functions, and informs an operator of a device of the stain of the surface of the mirror 5'.
