PROBLEM TO BE SOLVED: To obtain a propellant composition realizing good safety and stable combustion characteristics by formulating oxygen-containing particles, a binder polymer, an inactive plasticizer and an energy plasticizer in amounts, respectively, which have specific relations. SOLUTION: The weight-based amounts of the components in the composition have the following relations: 100×F/(F+B+P+E)=50 to 75, 100×B/(B+P+ E)=5O to 75, and 100×E/(P+E)=0 to 75, wherein F is the amount of oxygen- containing particles; B is the amount of a binder polymer; P is the amount of an inactive plasticizer; and E is the amount of an energy plasticizer. The oxygen-containing particles are the particles of a nitramine compound and/or nitroguanidine. The binder polymer is a cellulose derivative having nitrate ester groups. The inactive plasticizer includes diethyl phthalate. The energy plasticizer contains a nitrate ester group or the like as an energy functional group and three or more carbon atoms in the molecule, wherein the ratio of the total number of the energy functional groups to the number of carbon atoms is 0.2-0.8. | ||||||
