A thermoplastic recycled polyolefin resin concrete comprises 35-66.9% by weight of recycled polyolefin resin, 15-40% by weight of fly-ash, 5-20% by weight of talc, 3-10% by weight of thermoplastic elastomer, 8-15% by weight of retardant, 2-5% by weight of glass fiber and 0.1-0.2% by weight of nucleating agent. A preparation method of the thermoplastic recycled polyolefin resin concrete comprises steps of: i) mixing 35-66.9% by weight of recycled polyolefin resin, 15-40% by weight of fly-ash, 5-20% by weight of talc, 3-10% by weight of thermoplastic elastomer, 8-15% by weight of retardant, 2-5% by weight of glass fiber and 0.1-0.2% by weight of nucleating agent in tumbler mixer; ii) extruding the mixture from step i) into a cylindrical shape continuously by twin screw extruder having screw size of 30-50mm and length/diameter of 36 at 210-230deg.C; iii) cooling the extruded product from step ii) with cooling water; and iv) cutting the cooled mixture into a pellet form by means of a pelletizer. Further, the cooled mixture has a cylinder shape of which a diameter is 2 to 5mm and a length is 3 to 6mm.
