PURPOSE: To provide a locking device having the capability of easily locking and unlocking a wheelchair. A passenger seat may be able to change positions between a position suitable for boarding passengers and a loading position so that a loading space for loading luggage is created in a passenger area. SOLUTION: The rear part of a load-carrying platform 4 is journaled tiltably to a vehicle body 2, and caster wheels 41 and 42 protruded downward are provided on the front and rear parts of the plarform 4. When an electric cylinder 8 is extended, the caster wheels 41 and 42 are lifted upward following the upward tilt of the platform 4 to ground the crawler device 3. Consequently, the platform 4 is tilted in accordance with the tilted angle of a step, and a person on a wheel chair can optimumly ascend and descend the step without sensing fear and uncomfortable feelings. SOLUTION: A fixing bar 32 firmly attached to a wheelchair is inserted into an insertion hole 13 in a fixing hook 12. The opening 13a of the insertion hole 13 is blocked by the blockage 14a of a fixing cam 14. A stopper 20 with the end held by a base board 11 is inserted therein at the lower side of the blockage 14a of the fixing cam 14, so that the fixing cam 14 is rotationally moved with the dead weight of the blockage 14a to prevent the opening 13a from being open for fixing the wheelchair.
