The device also comprises a strength calculation means which calculates a doppler velocity of the air by applying signal processing to the receiving signal and the strength of the signal, and a transmit beam detecting part 7 which adjusts the beam directions of the transmit beam scanning part 3 and the receive beam scanning part to the directions of the transmit beam and the receive beam when the maximum receiving strength is obtained.
