When this count exceeds a set value, a signal is outputted to a gate circuit 23, through which the control signal is outputted to a timer 24. A drive motor 15 operates by the time having been set in the timer 24 to move an elevating rail 7 up or down, thereby changing the position of the lower rod 6.
