CONSTITUTION: The soln. contg. the foamable material such as surface active agent from a storage tank 1 is gushed down to the liquid surface 7 of the columnar vessel 2 by using a nozzle 3. The height of the liquid surface 7 is maintained constant by a liquid surface adjusting tank 6. The liquid surface 7 foams by taking in the air from the air flow accompanied by the soln. falling from the tank and the circumference by the disturbance of the liquid surface. The descending water flow of the vessel 2 carries the fine foam therein and arrives at a discharge port 5 until the water flows out of an outflow port 10 of the tank 6. The continuous flow of the fine foam in the vessel 2 is optically measured by a detector 9. Since the fine foam is stably generated in the soln. contg. the foamable material at a low concn., the degree of foaming of the soln. is continuously measurable and the amt. of the foaming in rivers, etc., is monitorable.
