The pulverous glass powder formed by the flame hydrolysis reaction of the raw materials of gaseous phase are injected onto a target 3 under rotation to be deposited thereon and the target is risen in synchronization with the growth of a porous base material 19. The inert gas in a bomb 15 is stirred and mixed with the gaseous H2 by means of a mixer 14.
