The following separating agent 5 having the lubricating effect at the rolling temp. is applied on the surfaces of the above-mentioned cladding metals 2 and the excess metal 6 consisting of the steel which come into contact with each other at the time of heating these surfaces at 600 to 1000°C then hot rolling the same: The separating agent 5 contg. 30 to 80÷t.% ≥1 kinds among mica, potassium phosphate salt, and potassium titanate salt and consisting of ≥1 kinds of ZrO
2 , Al
2 O
3 as balance is applied thereon. The combined bodies superposed on each other in the above-mentioned manner are heated and rolled at the above-mentioned temp. and the titanium clad steel sheet having no rough surfaces on the Ti surfaces is obtd. with the good productivity at the high yield.
