A brake cylinder device (2) having a parking spring brake mechanism (25), provided with: a clutch mechanism (27) configured so as to transmit or block urging force of a piston (35) to or from a brake force transmitting unit (14); a latch member (49) for restricting displacement of the brake force transmitting unit (14) relative to the piston (35) by engaging with the clutch mechanism (27), and allowing displacement of the brake force transmitting unit (14) relative to the piston (35) by disengaging from the clutch mechanism (27); a latch lock member (51) for engaging at an inclined part with a protruding part of the latch member (49); and a rotation-preventing part (5) for preventing the latch lock member (51) from rotating. | ||||||
