The steam distributors are formed to be sealed by being connected with covers (48) and include a heating wire (49) for increasing the temperature of steam. The needle rods are moved by the operation of the self-generated power apparatus in a state in which the needle rods are buried underground. The present invention is equipped with an insecticide and sterilization operation aperture (4) including a control unit (80) for consistently injecting hot steam to the ground (6), sterilizes the ground and kills insects by infiltrating the hot steam passed through a dry process or a wet process into the ground.
