The apparatus comprises: a main body having a water tank at the upper side thereof; a heating wire inserting pipe installed to penetrate one side of the lower side of the water tank, pass through the inside of the water tank, and be exposed to the other side of the upper side of the water tank, and having multiple water flow holes which water flows in and out of, wherein the water flow holes are formed along the periphery of the heating wire inserting pipe corresponding to the inside of the water tank; a first coupling pipe connected to the end portion of the heating wire inserting pipe and having an end portion connected to one end portion of the hot water pipe, wherein the end portion of the heating wire inserting pipe is exposed to the outside of the water tank; a second coupling pipe positioned below the first coupling pipe, installed at the main body, and connected to the other end portion; a pump installed at the lower surface of the main body and transferring the water in one direction; and a connection control pipe part connected between the second coupling pipe and the pump, connected between the pump and the water tank, and switched by a manual manipulation, wherein the pump allows the connection control pipe part to discharge the water in the water tank to the second coupling pipe or discharging the water to the inside of the water tank after sucking the water from the second coupling pipe.
