The speed in Q-b is integrated for a certain time (tE) to determine the O2 consumption due to easy to oxidize matter and a parameter circuit 8 of a numerical molded expressing secular change in the value Q is used to conduct in estimated integration of the Q2 consumption after the time tE. Thus, the sum of the actually determined integration and the estimated integration is determined to output a chemical oxygen demand CODO3 by measurement up to the time tE.
