CONSTITUTION: The device consists of an air tight housing and a partition and the partition consists of a flexible film 48 whose one surface faces to the biosphere 2 and the other surface faces to an outside and a central pan 52 whose periphery 56 is surrounded by the flexible film. Positive pressure is activated to the atmosphere in the biosphere 2 by the weight of the pan so that a leakage towards an inside is prevented. Since a wind and rain cover 46 for protecting the pan and the film is shielded as against outside environment, air pressure activated from the outside to the film 48 is controlled by a fan 72 and, therefore, pressure difference between the inside of the biosphere 2 and the air of the earth is corrected.
