And the secondary coolant will flow out from an outlet 31 for the primary coolant of an intermediate heat exchanger 3, and circulates through a system via a pump 7 for the primary main circulation and a nuclear reactor 1. But the quantity of a liquid, increased by leakage of a coolant in the primary cooling system, is reserved from a nuclear reactor 1 into an overflow tank 14 of a primary cooling system, so that the liquid level in the tank 14 is to be raised as much as the quantity of the leakage. The change in the liquid level is detected by a liquid monitoring device 22.
