2 measured by the electrical potential scanning method (e.g. cyclic voltametry) using the carbon fiber as one of the electrodes, immersing the electrode in an electrolyte solution (e.g. aqueous solution of phosphoric acid, etc.) using a platinum electrode having sufficiently large surface area as the counter electrode and using an Ag/AgCl cell, with (B) ≥40wt% 3- or 4-functional glycidyl compound (e.g. triglycidyl-m-aminophenol) as the matrix resin, and adding (C) a conventional curing catalyst (e.g. monoethylamine salt of boron trifluoride, etc.) to the obtained resin composition.
