A main steam pressure set value 15 is applied to a first-order lag circuit 16 to obtain a main steam pressure signal. A calculated value obtained by the PI operation 19 of the difference between the main steam pressure signal and a set value 18 is added to a load command LD at 20 to obtain a boiler input command signal BD. A control valve 6 for feed water to a boiler is controlled on the basis of the result of PI operation 23 of the difference between the signal BD and the feed water flow rate value found out by a detector 21. A fuel control valve 1 is regulated on the basis of a fuel command signal FD obtained by the addition 28 of a steam temperature signal to the boiler input command signal BD.
