CONSTITUTION: A thermal power plant comprises a high-pressure heater 1, a high- pressure turbine 8, a reheater 6, a medium and low pressure turbine 8 and a condenser 9 in the main. Some of steam having flowed through a high-pressure turbine bypass valve 11 is conducted to a condenser 9 through a low-pressure turbine bypass valve 13 and the remaining steam is conducted to the high-pressure heater 1 through a heat recovery valve 16. When the temperature of feed water at the outlet port of the high-pressure heater 1 has exceeded a limit level, the heat recovery valve 16 is closed by a temperature controller 17 to protect the high-pressure heater 1 to enable the heightening of the temperature of the feed water. Some of the steam to be dumped into the condenser 9 is thus recovered to the high-pressure heater 1 to improve the thermal efficiency of the plant.
