CONSTITUTION: A user puts water in an electrolytic cell 7, closes a cover body 19 and turns an operating knob 51 to set it in an electrolyzing position. A cross pin 57 presses an elastic contact piece 56 and turns on a microswitch 55; at the same time, a timer is actuated. A DC voltage is impressed on a cathode 11 and an anode 10 by the operation of an AC-DC converter and the electrolysis is executed during operation of the timer. The timer operates to complete the electrolysis after lapse of the prescribed time, then a motor 47 is energized to run a pump 39. Air is then fed forcibly from the pump 39 to the inside of the cell 7 and the alkaline water in a cathode chamber 7a is fed through an oveflow passage into an alkaline water contg. chamber 6 by the pressure of said air. A switch 66 is changed over to energize a cold-hot element 63 so that the water in the chamber 6 is maintained at a specified temp.
