Next, in a stereoscopic vision part 1, the stereoscopic vision is executed for respective points on the observing object loaded to the line drawing part extracted by the comparing part 3, three-dimensional coordinates are observed, and an area discriminating part 4 discriminates whether or not the three-dimensional coordinates are included in the data area to specify an invading prohibiting area.
