The pretreated base material is subjected to the cathodic electrolysis treatment for about 1-300sec at about 1-30 deg.C and about 0.1-10A/dm current density in the aq. soln. contg. about 1.0-300g/l at least one of the potassium cyanide, caustic potash, sodium EDTA and sodium gluconate in the above-mentioned manner.
