The cylindrical body 7 consists of a porous cylinder 10, and that which has covered its outside surface with a fiber cylinder 11 constituted of a chemical resistance fiber and being highly stretchy and seamless, for instance, a cylinder which has twilled a polypropyrene synthetic fiber, and a gear 9 is provided on both sides and is rotated. The plating liquid which has been soaked and discharged from the cylindrical body 7 through the jetting shaft 6 contacts with a bent surface 1a of continuous band-like parts 1. The plating liquid becomes a uniform liquid film, and partial plating is executed by a current between an insoluble anode 8 and the band-like parts 1 to which the cathode potential has been applied.
