A noise decreased television signal 103 is supplied, interpolated and restored to a sub- sample decoder circuit 104. Both signal 101 and signal 103 are guided to a switching circuit 104. The switching circuit 104, when the signal 101 is a complete still picture signal, selects and outputs the signal 103. For the television signal outputted by the switching circuit 104, a restoring television signal outputted by the sub-sample decoder circuit 109 is subtracted by a subtracter 108. The output signal of the subtracter 108 is supplied to a low pass filter 111 and a low area frequency component is extracted. The low area frequency and the high area restoring television signal are synthesized with an adder 113.
