Water is sprayed from the nozzle 17 and air is supplied into the ducts 4, from a air blower 5 disposed outside the houses 2, whereby the sprayed water is vaporized with the air flow, released from the ducts 4, to locally cool air in the small house 2 with the latent heat of the sprayed water.
