CONSTITUTION: Night soil is introduced from a night soil supply tube 4 into an aerobically digesting tank 1 and aerated by an aerobic unit 6 to be activated by returning sludge returned from a settling basin 3. Then, the mixture liquid after the digestion in a digesting tank 2 is returned to the tank 1. The digested mixture liquid is denitrified by the activated sludge bacteria and denitrifying bacteria in the tank 1. That is, ammonia nitrogen in the soil becomes nitrogen oxide by means of the digestion, and the nitrogen oxide becomes inactive nitrogen in the tank 1. An ORP detector 9 is inserted into the tank 1 at that time. The detected result of the detector 9 is applied to a controller 10 to thereby control an air compressor 5 of the unit 6 so as to control the ORP in the tank 1.
