The first pouring pipe 8 is located at the head part of the tank 2, while the second pouring pipe 9 is located on the downstream side of the pipe 8, and the quantities of organic carbon source supplied through the pipes 8, 9 are adjusted respectively by supplying devices 11, 12. Accordingly, the organic carbon source can be supplied in accordance with a nitrogen load quantity without need to use any means for directly measuring NO
x -N.
