CONSTITUTION: (A) a fatty acid amide of the formula (n is 7W17), preferably stearic acid amide or caprylic acid amide, as an emulsifier auxiliary, and (B) an oil, preferably bitumen oil or vegetable oil, and/or a low polymerization degree synthetic resin are suspended in (C) a stearylcarboxypropylenediamine or oleylcarboxypropyelenediamine aqueous solution which is acidified with an inorganic or organic acid to give the objective preventive. For example, 45W49pts.wt of component (C) is combined with 0.3W2pts. of component (B) under stirring and the resultant product is mixed with 45W48pts. of component (A) containing 0.3W 2.0pts. of a diamine so that the total amount becomes 100pts and they are enough stirred to effect emulsification.
