Then when an input video is written in a natural picture memory 15, a picture bus control section 22 supports a standard fetch mode and a 1/4 sampling fetch mode. That is, the video image is reduced by 1/4 sampling fetch and the picture is compressed by one screen at a natural picture CODEC 13. Thus, the basic building block of the natural picture retrieval/ registration terminal equipment is unchanged to attain 2-way communication of a picture with moving expression between terminals.
