This water-repellent oil-repellent antifouling agent has good solubility in solvents, and exhibits excellent effects on various bases, especially on masonries.

The surface roughness of the minute uneven films is preferably ≤500 nm Ra. The contact angle with water is preferably ≤25°. Furthermore, the half-life of electrification is preferably ≤10 s. An oxide having photocatalytic functions is preferred as the oxide. The substrate surface 1 is coated with a coating liquid containing the oxide 3 having the photocatalytic functions and, as necessary, an oxide such as SiO2 or Al2O3 compounded therein through a binder 2 by spraying, printing, etc., many times and then heated to form the minute uneven films of the oxide 3. PURPOSE: To obtain a high oil-resistant cement hardened body without necessitating a large-sized equipment or a special device by aging and hardening a cement molded material having a specific compressive strength in carbon dioxide gas at a specific temp. CONSTITUTION: A cement composition containing 10-70 pts.wt. portland cement, 90-30 pts.wt. aggregate and mixed with water so as to be 0.30-0.70 water/cement ratio is molded into a desired shape, and the molded body hardened so as to become 300kg/cm 2 in compression strength at the body just after molding is aged in carbon dioxide gas. Carbon dioxide is usually used as a gaseous mixture in which the carbon dioxide is mixed with air. The carbon dioxide may be used at low concn., but preferably used at ≥3%. The temp. i.e., aging temp of the gaseous mixture containing carbon dioxide is not restricted but preferably 30-900°C.
