The sheet is delivered as the sheet without the backing material through a cooling nozzle 44 and a vapor suction hood 45. Then a rolled rubber asphalt waterproof sheet 7 wound on a waterproof sheet holder 6 is withdrawn by way of a sheet application pilot roll 4 and welded on the ground 15 with the pressure welding roll 5. At the same time, a flame is produced from the propane burner 1 to heat the adhesion surface of the waterproof sheet and the ground 15. In this manner, the adhesion surface 8 rises above its softening point near the pilot roll 4 and is welded on the ground 15 with the pressure welding roll 5 so as to fill the concave portions of the ground.
