The both upper and lower carriers 18, 19 support a pair of upper and lower supplying rolls 21, 22. When rods 46 of actuators 45 are advanced and a wire is pressed against the upper supplying rolls 21 by the lower supplying rolls 22, a guide rod 50 is upward moved together with the lower carrier 19 and slid upward in a bushing 52. Reactive force generated with pressing of the wire is resisted by the bushing 52.

By adequately selecting tension of a belt traveling from the pulley 2, the ratio of longitudinal and vertical force components to the wire 16 is kept to 75-100% of frictional coefficient to all operation condition to prevent abnormal wear.
