Als Steuerorgan dienen mehrere auf einem gemeinsamen, parallel zum Schlüsselkanal (5) verlaufenden Achsbolzen (10) kippbeweglich lagernde Steuerhebel (8), die mit einer gemeinsamen Sperrleiste (12) zusammenwirken, wobei mindestens ein Steuerhebel als die Sperrleiste (12) gegenläufig blockierender oder freigebender Gegensteuerhebel ausgebildet ist.
