SOLUTION: This urethane-modified novolak free from free phenol used as a raw material is produced by reacting (A) a monohydric or polyhydric phenol such as phenol with (B) an oxo compound (aldehyde or ketone) such as formaldehyde together with (C) a urethane such as a 1-20C alkyl or alkylaryl urethane derived from an alcohol in the presence of (D) an acidic catalyst such as sulfuric acid at a high temperature (60-200°C). CONSTITUTION: At least one resorcinol component selected from resorcinol and a resorcinol/formaldehyde novolac resin is reacted with a phenol resol resin to obtain a flame-resistant (i.e., flame-retardant) resin used as a binder for reinforced plastic such as thermosetting plastics. It is desirable that the reaction is performed in the presence of an alkali catalyst. By adding a methylene donor to the reaction step, the obtained resin can give improved processability and wettability, an increased crosslinking density and additional strength to a reinforced material.
