The rotary drum 33a of the dehyrator 33 is simultaneously lowered, the driving motor 6 is started, and the operation of the dehydrator 33 is started. The sludge concn. in the settling tank 30 is then lowered, the rotational resistance loaded on the rake 1 is weakened, and the pump 32 and the motor 6 are stopped when the resistance value becomes lower than a set value.
