CONSTITUTION: A choke valve 16 and a throttle valve 14 are installed in the suction air path 10, the both valves are linked the first idle cam 18. The throttle valve 14 has usual idle angle A and the first idle opening B by operating of cam 18 after starting. The diaphragm device 30 is connected to the lever 39 of the throrttle valve 14, the negative pressure in the suction pipe is led into the negative pressure chamber 32 of this device 30 from the negative port 52 through the negative pressure change-over valve 50. The change-over valve 50 outputs only for prescribed time immediately after cold starting by a computer 40 which the signal of water temperature sensor 44 and the signal of ignition switch 42 are inputted, leading the negative pressure in to the negative pressure chamber 32, and making the throttle valve 14 in larger opening E.
