A second hot water storage tank 15 is positioned under a building floor, and a body 15a thereof is mounted on a tank seat 17 through the medium of an insulation material 18. Carpets or tatamis (Japanese mattress) 19 are laid on an upper surface of a metal cover 15b above the body 15a, and thereby it enables heating. Said tank 15 is connected to the hot water storage tank 15 with a coupling pipe 30 through a valve 30', and hot water can always be circulated with a pumping device 31 being actuated.
