Accordingly, the neutron produced by nuclear fission at the core fuel pins 8 is reduced in the energy by means of allowing to be moderated by the moderating materials in the neutron moderating rods 14, and the reflecting action of the neutron of a branket fuel is increased, and the neutron flux distribution is uniformalized, and the output distribution is also uniformalized, thereby the fuel pins are evenly combustioned.
