Outputs in the amplifiers 3, 9 are compared with reference voltages Vs1, Vs2 by comparators 5, 11 to minimize influences by noises and others, and the UP, DOWN conversion at the time of giving the inputs to the couter 7 is done by the outputs in these comparators 5, 11.
