CONSTITUTION: An output of an IIR digital filter 1 used for a decoder side of a bit rate reduction system is fed back to an adder 2 at the input side via a forecast device 3. A clippig circuit 4 is inserted and connected in the feedback loop. It is preferrable to insert and connect the circuit 4 at a position just after the adder 2 where overflow takes place. Thus, the circuit 4 applies the clipping processing as to the filter output and also the clipping processing to a supply data to the forecast device 3 and it is possible to reduce a high-order margin bit of the length of the operating word at the forecast device 3.
