The converter 6 changes the signal (b) to a digital signal (f) of (n) bits at conversion speed 1.5fs by a clock (c) from a clock input terminal (CP) 12, and it is interpolated by a clock (d) from a CP 13 at an interpolation circuit 2, and is outputted to a digital filter 3 as a digital signal (g) of (n) bits at speed 3fs. The filter 3 functions as a low-pass filter by the clock (d) from the CP 13, and performs the low-pass filtering of the signal (g), and outputs a digital signal (h) at speed 3fs to a thinning circuit 4, and performs speed conversion by thinning the signal (h) by a clock (e) from a CP 14, and outputs a digital signal (i) of (n) bits at speed fs from an output terminal 15.
