The concentration adjustment is made so that circulation line 6 is given by-pass pipe 7 having a NaClO meter 8 incorporating a work electrode to cathodize ClO
- , a reference electrode (e.g. silver-silver chloride electrode) to set potential, and an opposite electrode (Pt) to flow current. Also, an automatic indication adjuster 9 incorporating potentiostat, function generator, sequence unit to control cycle is installed, so that current detected from work electrode is set and controlled to have NaClO concentration fall in the above range. By indication of the adjuster 9, a chemical injection pump 10 is actuated and chemical 11 is supplied.
